As far as the private, charter schools, I figure it is time to look into putting them into their own classification. That does not compete with the public schools. As far as transfers, I would imagine that within districts, or counties, I dont have an issue. If a kid wants to transfer to another HD across town because they have a better football program, so be it. Imagine their parents pay taxes and they should be able to go where they want to help advance their dreams. Nobody would think twice if a kid transferred because they had a better band, or science department.
