Div I and Div II in 5A

Hey everyone. Someone was recently asking me about the new Div I vs Div II playoff format. I know there are 54 teams in 5A. Are the Div I vs Div II playoff teams determined after the playoff teams are known? If so I guess there are teams that could move from Div I to Div II from year to year. If there is an article somewhere which could explain the new playoff system in 5A, please share the link. If not any updates anyone could provide would be appreciated.

I just don't get how we went to a 5A system to do away with the D1 and D2 stuff, but here we are doing D1 and D2 again. I guess the right people complained about not having a chance to win state. Maybe we should have enough divisions where EVERY school can be state champs. Have a game for each school, winning is the Class A champion for that division, loser is Class B champion for that division.
