3A Projections Week 8 - Rough Draft

I have read the 3A handbook. "Clear as Mud, by the way" Just kidding.
Just some conflicting information.

I think I have the tie-breaking procedure figured out. I think.
I know a few teams region finish is incorrect due to head to head. I will fix those.

My questions are mainly regarding the At-large berths.
This is from the 3A handbook.
 3 at-large qualifiers from both the upper and lower state using points system
 3 upper state qualifiers will come from the 5th place teams in regions 1 and 2 and 4th place teams from regions 3 and 4
 3 lower state qualifiers will come from 4th place teams form regions 5, 6, 7, and 8

3+3=6

Looking at the bracket, I only see 4 At-large berths. And the 4th place finishers in Regions 3 and 4 seem to be locked in.
Tell me how to determine the 4 At-Larges?

My Guess:
Use 5th place finishers in Regions 1 and 2 and 4th place finishers in Regions 5, 6, 7, and 8.
These 6 teams compete for the 4 At-large berths.
Place them in order of points and use the tie-breaking procedure?
1. (5) At-Large #4
2. (6) At-Large #4
3. (7) At-Large #4
4. (8) At-Large #4
5 and 6 don't make the playoffs?

Here is my understanding of how it would shake out based upon the current standings on maxpreps.
5th place teams
I - Pickens
II - Eastside
4th place teams
III - Broome/Clinton/Chester
IV - Camden/Flora
V - Brookland-Cayce
VI - Lakewood/Crestwood
VII - North Myrtle/St. James/Lake City/Georgetown
VIII - OW/Beaufort/Berkeley

Using the point system you rank each region's representative in upper and lower and eliminate the 4th highest in each. You take the two highest in upper and place them in the two upper state at large spots. Again, if possible you match them up with their region's cross over seeding region. Except, if the 4th place team for region IV is one of the top 3 in upper state, they go to the lower state bracket.(Camden/Flora). If region IV is not one of the top 3, then the team ranked 3 will go to lower state.

Now, you take the top 3 in lower state, drop in whichever team comes from upper state and then rank them all on their points. Then you marry up the regions when possible and place everyone else based on point rankings.

Let's try it. I'll rank them all alphabetically since I don't know the points:
III - Broome/Clinton/Chester - WOULD FILL THE REGION III #4 SLOT
IV - Camden/Flora - GOES TO LOWER STATE
II - Eastside - WOULD FILL THE REGION IV #4 SLOT
I - Pickens - DOES NOT MAKE PLAYOFFS


V - Brookland-Cayce - WOULD FILL THE REGION V #4 SLOT
III - Camden/Flora - WOULD FILL THE REGION VIII #4 SLOT
VI - Lakewood/Crestwood - WOULD FILL THE REGION VI #4 SLOT
VII - North Myrtle/St. James/Lake City/Georgetown - WOULD FILL THE REGION VII #4 SLOT
VIII - OW/Beaufort/Berkeley - DOES NOT MAKE PLAYOFFS

OK, so the Bracket is wrong and the wording in the handbook is correct.
I'll run with numbers and plug this in.
