Bracket question

I was looking at the bracket a little at lunch and noticed something interesting. Regions 3 and 4 each have five teams. Region 3 gets three playoff spots but Region Four only gets two? Wonder why? I thought the whole purpose of the new classification was to keep everything equal?

What a crazy bracket? I hadn't got that far in looking at the brackets when my lunch break was over....

The 3rd place team in Region 4 plays in the LOWER STATE.

That would give the Region 3 guaranteed spots out of 5 teams and a chance for a 4th TEAM with an AT LARGE BID available.
