That is probably the most fair way to do it. BUT........that means 8 out of 18 get in, while up north, only 8 out of 21 get in. The SCHSL created a mess when they divided the Upper and Lower state and created uneven Regions. Geography and travel were weighted higher than fair and equitable playoff contention.
