Just letting you guys know that I am working on it...
I have sent several emails to find out the tie-breaking procedures for each region.
So far I have answers from:

There are a few regions in my projection that have a 3-way tie.
Finding out how these 3-way ties are settled is necessary to make an attempt at being accurate.
